According to the AP, the Taliban, which fought against the U.S. and its Western allies for two decades following the September 11 attacks, is not recognized by most countries as Afghanistan’s legitimate government, despite having de facto control of the country. The Taliban’s National Environmental Protection Agency announced it had sent several representatives to Baku for the climate talks.
