According to Harvard professor and Democratic impeachment witness Noah Feldman, impeachment is not official until the articles of impeachment are transmitted to the Senate and Democrats appoint managers to prosecute it.
Tim Pool points out this is significant because Democrats plan to withhold the articles for an undetermined amount of time and for dubious reasons. If they refuse to file the impeachment then, according to Feldman, Trump can legitimately and legally say he has not actually been impeached.
However, since the impeachment articles may have been published in the Federal Register, and reported in national papers, like The Washington Post and The New York Times, Senate Republican majority leader Mitch McConnell doesn’t have to wait for Nancy Pelosi to send the impeachment articles to the Senate. McConnell can, and should, act on them now.
