Near the southern border, highly militarized Mexican cartels vie for control and charge massive fees to smuggle people into the United States. They’ve utilized corruption and literally become a quasi-government in border areas. People to them are a commodity, says retired Texas Department of Public Safety Captain Jaeson Jones and he explains how the crime syndicates take advantage of migrants.
